Position Summary
Thales Canada is looking for a Life Cycle and Materiel Manager (LCMM) - Marine Mechanical Specialist to support its non-Combatant In-Service Support Programs for the Royal Canadian Navy, specifically its Minor War and Auxiliary Vessels (MWAV) contract.
The LCMM – Marine Mechanical Specialist is responsible for engineering support and technical oversight of Marine Propulsion, Steering, Auxiliary and other mechanical systems on board the various platforms of the of the MWAV contract. Responsive to the MWAV System Engineering Manager and working directly with various internal and external stakeholders, this role manages various activities to establish and maintain the configuration and design intent of the marine auxiliary and other mechanical systems on the ships and manage any changes through their end-of-life and divestment.
The successful candidate will leverage their existing knowledge and expertise in marine mechanical systems and equipment to become a subject matter expert and main point of contact for all technical matters associated with the systems assigned thereto. The principal objective is to maximize effectiveness and efficiency, while minimizing the Life Cycle Cost (LCC) associated with the support of their systems.
Regulatory Compliance Requirements
Requires direct or indirect access to hardware, software, technology or technical data controlled under the Canadian Export Control List, the ITAR or the EAR
Requires a positive Controlled Goods assessment as you will have direct access to hardware, software, technology or technical data controlled under the Canadian Controlled Goods Program
Required to obtain and maintain a Security Clearance at the NATO Secret Level
Key Areas of Responsibility
The key functions and areas of responsibility for the LCMM – Marine Mechanical Specialist include but is not limited to:
Performing Life Cycle and Materiel Management functions including but not limited to equipment obsolescence, material compatibility issues, alternate part investigations, maintenance management, and disposal management;
Supporting and managing activities associated with the design and configuration control of the vessels including conducting functional and physical configuration audits, as well as deviations and waivers documentation;
Providing technical advice to enable auxiliary and mechanical equipment and/or systems to be correctly operated or maintained;
Monitoring systems and equipment performance through various reports such as but not limited to Unsatisfactory Condition Reports (UCRs), Pre-installation failures (PIFs) and technical investigations (TIs) conducted by the customer;
Ensuring proper level of spares are maintained throughout the life of the systems and equipment; support the cataloguing process;
Conducting technical investigations into problems associated with marine auxiliary, propulsion, steering and other mechanical systems, equipment and/or software issues, including failure analysis and solution recommendation;
Developing and reviewing technical documentation including equipment specifications, installation and maintenance instructions, test and trials agendas, and engineering change documentation and drawings;
Analyzing requirements associated with baseline changes to the ships configuration, equipment and software;
Liaise with OEMs, Service Providers and ship staff to support the investigation and resolution of defects;
Preparing documented work scopes, suitable for the solicitation of quotations from external resources such as OEMs, manufacturers, suppliers, testing facilities or specialist service providers; and
Preparing and managing Work Packages and cost estimates for customer approval.
Minimum Qualifications
Minimum education requirements:
- 3-year technical program diploma (for Technologists) or 2-year technical program diploma (for Technicians) in a marine mechanical technical field offered by a recognized technical institute; or
- Certified a technologist or technician by a recognized provincial, state, or federal (national) licensing body in a relevant field or certified body; or
Certified as one of the following marine technical trades of the Canadian Armed Forces:
- RQ-PO1 or RQ-PO2 Marine Technician
- QL 6A or 7 Marine Engineer
A minimum 8 years of demonstrated professional work experience in the naval, marine, or offshore industry within the last 15 years;
Demonstrated knowledge of marine auxiliary systems including but not limited to Propulsion, Steering Systems, Black and Gray Water, HVAC, and/ or Refrigeration
Working knowledge of Microsoft Office Suite;
Familiar with safety standards;
Prior experience communicating within a global , complex matrixed organization
Language: English (Essential).
Ideal candidate will have previous experience with the Royal Canadian Navy or Canadian Coast Guard as a Life Cycle Materiel Manager in the marine mechanical field. Familiar with Integrated Platform Management System (IPMS) and with the Department of National Defense (DND) maintenance management and implementation system “DRMIS” would be a plus.

Special Position Requirements
Predominantly office work but will be required to occasionally travel to and work in dockyards and onboard Naval ships
May be required to undertake inspections on Naval ships which may involve involving bending and twisting, and working aloft

The reference Total Target Compensation(TTC) market range for this position, inclusive of annual base salary and the variable compensation target, is between
