About the role

The position of ICT Business Development Manager is a key one in the Public Sector team, and will work with colleagues Public accounts managers to achieve the objectives of non-standard ICT.

This role will report (similar to all other sales roles in the team) directly to the Head of Public Sector Division.

This is a senior sales position, with a wide transversal role, working with the external and internal partners to identify value-added ICT revenue drivers, consolidating relationships and traditional revenues streams with the existing customers while expanding customers’ base by leveraging traction and trust upon the ICT services in Public Sector.

The ICT Business Development Manager (ICT BDM) is a strategic role focused on driving revenue growth by identifying, consulting, and closing complex ITC (Information Technology & Communications) projects.

Unlike traditional sales, this role requires a consultative approach to diagnose client pain points and a technical foundation to ensure the proposed solutions are viable and scalable.

The BDM role in the B2B Public Sector Division department is not a standard sales position; it is a hybrid role (50% Sales, 30% Consulting, 20% Technical) that acts as the primary interface between the client's business needs and our technical delivery teams.

What you’ll be doing

  • Prospect and develop new business opportunities on ICT-B2G sector, by growing, maintaining, and leveraging his network, organizing consultative sessions and presentations with internal or external experts, based on a thorough knowledge of the market, the solutions/services ORO can provide, and of the competitors.
  • Contribute to define and implement the ICT strategy develop and implemented integrated systems in order to meet organizational goals.
  • Assumes a leadership rolein driving the right account strategy and tactics with sales and operational teams to ensure Customer Satisfaction as well as to ultimately assure pipeline sustainability, including budget and resource management.
  • Project Management skills: Manage projects from single sites through to global implementations in order to meet business requirements; project based, assures transversal coordination with all stakeholders (internal: marketing, pre-sales, technical, bid, purchasing etc, and external: partners, providers etc as per case) to develop presentations and proposals that address the client’s needs and objectives and to ensure that prerequisites (including prequalification or getting on a vendor list) are fulfilled.
  • End-to-End Sales Management:Lead the entire sales cycle from initial prospecting and lead qualification to high-stakes negotiations and contract closing.
  • Pipeline Management:Maintain a robust and accurate sales pipeline using CRM tools, ensuring long-term forecasting accuracy.
  • Strategic Networking:Build and maintain high-level relationships with C-suite executives (CIOs, CTOs, CFOs) to position the company as a preferred technology partner.
  • Needs Discovery:Conduct deep-dive discovery workshops with clients to understand their business processes, challenges, and long-term goals.
  • Value-Based Positioning:Develop compelling business cases that highlight ROI (Return on Investment) and TCO (Total Cost of Ownership) rather than just technical features.
  • Digital Transformation Roadmap:Act as a consultant to help clients navigate their digital journey (Cloud migration, Security posture, Infrastructure modernization).
  • Business Strategy & Technical Liaison & High-Level Design :Maintains up-to-date knowledge of industry trends, technical developments, financing opportunities and government regulations that effect target market verticals.
  • Technical Discovery: Scope the technical requirements of a project to ensure alignment between client expectations and delivery capabilities.
  • Solution Architecture (High-Level): Create conceptual technical designs and workflows to demonstrate "Proof of Value" during the pre-sales phase.
  • Internal Bridge: Act as the primary interface between the client and the internal Engineering/Delivery teams to ensure a smooth transition from "Sold" to "Implemented."
  • Identifies opportunities for campaigns, partnerships that will lead to an increase in sales.
  • Ability to write and/or validate B2G high general technical offers and special public sector methodology
  • Submitsregular progress reportsand ensures data is accurate, including in SFA. Forecasts sales targets and ensures they are met.

What you need to know/have

  • Bachelor's degree
  • Minimum 6-years of experience in senior sales or business development
  • Minimum 4 years of experience in the public sector
  • Knowledge of business and management principles and practices
  • Knowledge of basic economic and finance principles and practices
  • Knowledge of basic ITC services
  • Sales Planning, Identification of Customer Needs and Challenges, Market Knowledge, result oriented, Professionalism, Customer Centric, Solution Selling, Solution Thinking, Transversal Coordination and Cooperation, CRM.
  • Project Management skills
  • Exceptional communication & presentation skills, with the ability to "translate" complex technical jargon into clear business value.
