Oracle’s Local Government business area was launched in 2021 as an “internal startup,” personally sponsored by Oracle’s founder Larry Ellison, with a mission to provide an affordable-yet-technically-advanced platform to help smaller governments modernize their operations. Today, it is the fastest-growing business within Oracle at over 100% YoY growth and is at an exciting inflection point as the foundation has been laid to rapidly scale up and achieve dominant market share. The product set is branded as “NetSuite for Government” and comprises a full set of public administration capabilities spanning Finance, Accounting, Planning & Budgeting, HR, Payroll, Utilities Billing, Payments, Field Service Management, and more. The products are a mix of custom-built capabilities plus adapted versions of "best of Oracle" products from across the company including NetSuite, Fusion, and Oracle Cloud Infrastructure – all integrated and tailored for the unique needs of local governments and utilities.
The Oracle Local Government Product Management team is hiring a high-visibility Product Manager of Intelligent Analytics & Reporting to lead the strategy, development, launch, go-to-market, and scale-up of a portfolio of products focused on intelligent analytics, reporting, and data for small government customers.
The product manager will build upon an already-strong analytics/reporting/data platform to define the next frontier of differentiated capabilities and transformative user interactions to help governments get the most value from their data. This person will leverage a deep knowledge of ERP use cases and pain points, state of the art data management and analytics approaches, and a passion for customer satisfaction. They will lead the design, creation, launch, and sales enablement of new product capabilities, partnering with other product managers, engineers, UX/UI designers, consultants, sales teams, implementations teams, and customers.
The product manager will also have a strong interest in and knowledge of emerging technologies including AI. They will incorporate the latest AI into their product management approach, including rapid prototyping using generative AI tools, designing AI features into products (e.g,. agents, bring-your-own LLM integrations using MCP), and uptake of broader Oracle AI capabilities (e.g., Ask Oracle, NetSuite Next) into the local government product set.
They will have a pragmatic “get stuff done" mindset that balances technical innovation, business strategy, and customer value – seeking the best approach for each product opportunity whether it be to build, buy, partner, or otherwise. They will understand when differentiation versus commoditization is most appropriate, will and be able influence others and evangelize their point of view.
They will be the “mini-CEO” of their product area, and as such will feel a broad sense of accountability focused on enablement along the entire product value chain, including Sales, Implementations, Support, and Product Marketing. They will be the public face of the product in many instances, including in customer meetings, conferences, webinars, etc.

US: Hiring Range in USD from: $82,500 to $199,500 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

Who we are looking for:
- BS or MS degree or equivalent experience relevant to functional area. An MBA is not required but can be advantageous depending on accompanying work experience.
- 5+ years of product management experience, including shipping complex B2B/B2C products from concept to launch at a leading tech company or growth-stage startup.
- Experience working with AI technologies or delivering AI-powered features in software products.
- Able to make hard decisions and prioritize, understanding when differentiation versus commoditization is most appropriate
- Able to communicate clearly and concisely – verbally and in writing – including to executive and external audiences (e.g. customers, conferences, webinars)
- Comfortable presenting and evangelizing to customers and prospects
- Knowledgeable about software-as-a-service (SaaS), modern software design and development principles, and emerging technology trends.
- Knowledgeable about Enterprise Resource Planning (ERP) and enterprise transformations, including core domains (like Finance, HR, Payroll, etc.), and where the areas of strategic leverage are
- Ideal candidate blends aspects of engineering/product skillset (hands-on, tech savvy, able to get things built & launched) with aspects of consulting skillset (clear communicator and explainer, can distill complex challenges down into clear frameworks)
- Knowledge of multiple functional areas such as Product Management, Engineering, UX/UI, Sales, Customer Support, Finance, or Marketing.
- Able to work effectively with other teams including sales, designers, and engineers.
- Knowledge of local government, utilities, or special districts is helpful but not required.
