The Senior Manager, Data Center Facilities Development oversees developers and their general contractors in delivering data center construction projects, with a focus on base building, MEP infrastructure, and high-density liquid cooling tenant fit outs. This role manages schedule, quality, budget, and risk, ensuring projects meet all design and compliance standards. The Senior Manager drives collaboration with internal OCI stakeholders and customers, leads the commissioning process, and ensures seamless turnover readiness to the operations team to support Oracle Cloud Infrastructure’s rapid growth and technical excellence.

Ideally an onsite role in Saline, MI or have the ability to travel 25-50%.

US: Hiring Range in USD from: $120,100 to $251,600 per annum. May be eligible for bonus, equity, and compensation deferral.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle's differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

Key Responsibilities

Construction Project Management – Project Planning and Execution:

  • Leads and manages the construction of data centers through oversight of the developer and their general contractor, ensuring all projects are completed on time, within budget, and to high-quality standards.
  • Develops and maintains detailed project schedules, coordinating with the developer/GC to ensure timely milestone delivery and alignment with overall program goals.
  • Manages project budgets, monitoring and optimizing resource allocation for cost-effective execution throughout all phases.
  • Provides strategic direction to multiple project teams, resolving issues as they arise during design, construction, commissioning, and closeout.
  • Leads the creation, review, and maintenance of documentation—including design review, commissioning (Cx), and problem-resolution records—ensuring all documents support standards compliance, operational readiness, and effective turnover.

Construction Project Management – Integration, Quality Assurance, and Turnover:

  • Oversees rigorous quality control processes and site audit activities to ensure all construction activities meet or exceed design specifications, operational standards, and industry best practices.
  • Coordinates the integration of tenant fit outs and all MEP systems, supporting seamless transition through construction, commissioning, and handover phases.
  • Directs frequent site walks with the developer and GC to verify progress against schedule, coordination effectiveness, and adherence to quality standards.
  • Leads and governs the startup and commissioning (Cx) phases, validating system readiness and ensuring comprehensive turnover to OCI’s operations team, including closure of punch-list items and delivery of as-built documentation.

Risk and Problem Management:

  • Oversees the evaluation of risk profiles across multiple concurrent projects, proactively identifying and communicating gaps in risk identification or mitigation to senior leadership.
  • Develops and implements robust risk mitigation strategies to support delivery certainty and operational reliability.

Stakeholder and Vendor Management:

  • Acts as primary point of contact between Oracle, the developer, and their GC, ensuring clear and effective communication, coordination, and problem resolution across all teams—including OCI internal stakeholders and customers.
  • Develops, negotiates, and manages contracts with vendors, contractors, and suppliers, ensuring contract compliance and addressing significant issues to maintain project momentum.

Design Coordination and Improvement:

  • Drives collaboration with design and engineering teams to ensure construction aligns with approved plans, operational requirements, and long-term business needs.
  • Leads evaluation and feedback with the developer and project teams to foster continuous improvement, capture lessons learned, and incorporate best practices into future projects.
  • Oversees installation and commissioning of core physical infrastructure—power, cooling, networking, structured cabling—ensuring operational readiness, handoff completeness, and standards compliance.

Planning & Execution:

  • Manages multiple medium- to large-scale projects, ensuring timelines, deliverables, and budgets are achieved; adjusts plans in partnership with teams to support project and business objectives.

Collaboration & Partnership:

  • Builds cross-functional partnerships to align expectations, drive shared objectives, and ensure operational readiness at project turnover. Coaches teams to collaborate with business leaders, internal stakeholders, and OCI’s customers for successful project outcomes.

Problem Solving:

  • Provides direction on complex operational and technical issues, reviews critical issues, and guides teams toward effective, sustainable solutions.
