Job Summary:
Oracle Consulting is seeking an experienced Oracle IAM Technical Manager to lead the technical delivery of identity, credential, and access management solutions for Department of Defense customers. This role combines deep Oracle IAM technical expertise with strong leadership and program execution skills to deliver secure, compliant identity solutions in highly regulated and classified environments.


The IAM Technical Manager will oversee architecture, implementation, integration, and sustainment of Oracle IAM capabilities—supporting enterprise authentication, authorization, provisioning, and governance. The role requires close collaboration with government security teams, application owners, infrastructure teams, and cybersecurity stakeholders to ensure identity solutions fully support mission operations while meeting stringent DoD security and compliance requirements.

Key Responsibilities:

  • Provide technical leadership for the design and delivery of Oracle Identity & Access Management solutions in DoD environments.
  • Lead implementation and integration of Oracle IAM technologies supporting authentication, authorization, provisioning, and identity governance.
  • Manage technical teams responsible for IAM configuration, customization, integration, and deployment.
  • Ensure IAM solutions align with DoD cybersecurity policies, Zero Trust principles, and enterprise identity strategies.
  • Oversee integration of IAM solutions with cloud, hybrid, and on-premise systems, including directory services and mission applications.
  • Coordinate with security and compliance teams to support RMF controls, audits, and ATO/IATT activities.
  • Establish and enforce IAM architecture standards, implementation patterns, and operational best practices.
  • Identify and mitigate technical risks related to identity, access control, and privileged access.
  • Provide hands-on guidance for troubleshooting complex IAM issues across development, test, and production environments.
  • Support transition to operations and ongoing sustainment, ensuring performance, reliability, and security posture are maintained.

We are seeking an Oracle Identity & Access Management (IAM) Technical Manager. Senior technical delivery leader responsible for designing, implementing, and managing enterprise IAM solutions supporting mission-critical U.S. Department of Defense (DoD) systems. This role provides hands-on technical leadership and delivery oversight for Oracle IAM implementations across cloud, hybrid, and on-premises environments, ensuring compliance with DoD security, identity, and access control requirements. The IAM Technical Manager will lead multi-disciplinary teams delivering secure, scalable identity solutions aligned with Zero Trust and DoD cybersecurity mandates.

US: Hiring Range in USD from: $97,500 to $199,500 per annum. May be eligible for bonus and equity.

Required Qualifications:

  • Bachelor’s degree in Information Technology, Cybersecurity, Computer Science, or a related field.
  • Active SECRET security clearance (required).
  • Direct experience supporting DoD programs (required).
  • 10+ years of IT experience, including 5+ years focused on identity and access management solutions.
  • Demonstrated experience implementing and managing Oracle IAM technologies (e.g., Oracle Identity Governance, Access Manager, Directory Services, or related components).
  • Strong understanding of authentication, authorization, RBAC/ABAC, federation, and identity lifecycle management.
  • Experience integrating IAM solutions with enterprise applications, directories, and cloud platforms.
  • Proven leadership experience managing technical teams and leading complex IAM implementations.
  • Strong communication skills with the ability to interface effectively with government and technical stakeholders.

Preferred Qualifications:

  • Experience supporting IAM solutions in IL4/IL5/IL6 or similarly regulated environments.
  • Familiarity with DoD Zero Trust Architecture (ZTA) and identity-centric security models.
  • Experience supporting RMF, ATO, and cybersecurity compliance activities.
  • Knowledge of PKI, CAC/PIV authentication, SAML, OAuth, OIDC, and LDAP integrations.
  • Experience with hybrid cloud identity architectures and cloud-based IAM integrations.
  • Prior experience delivering Oracle solutions as part of an OEM or large consulting organization.
  • Relevant Oracle, cybersecurity, or IAM certifications preferred.
