As OCI expands into larger, more complex regions, NRB is looking for a Principal Technical Program Manager (IC4) who can drive execution across engineering, operations, construction, automation, and executive stakeholders.

This role is ideal for a TPM who thrives in fast-moving environments, leads through influence, brings technical depth, and can orchestrate large-scale infrastructure programs with clarity and precision.

The Principal TPM will own end-to-end delivery for one or more commercial region builds. You will define program structure, drive execution across cross-functional teams, anticipate risks, manage milestones, and ensure technical decisions align with broader architectural and operational goals.

You will partner closely with Region Builds, Multi-cloud, Network Engineering, Datacenter Engineering, Optical Transport, Automation, and Program teams to deliver high-quality, on-time regions that meet OCI’s reliability, performance, and compliance standards.

This role demands high ownership, strong technical grounding in networking or infrastructure, and the ability to influence at Director/VP levels while working hands-on with engineering teams.

Program Leadership & Strategy

  • Lead complex, cross-functional region build programs from concept to launch.
  • Establish program frameworks, roadmaps, and communication mechanisms aligned with OCI delivery standards.
  • Define and drive critical path, dependencies, and risk mitigation across engineering and operations.

Technical Collaboration & Architecture Execution

  • Translate region architectural designs into actionable program plans and execution milestones.
  • Partner with architects and engineering leaders to identify gaps, define requirements, and ensure build-ready designs.
  • Understand network fabrics, routing, transport, optical systems, automation pipelines, and datacenter infrastructure enough to drive effective conversations and unblock engineering teams.

Execution Excellence

  • Build and maintain integrated schedules spanning datacenters, supply chain, cabling, network engineering, and operational readiness.
  • Drive 24x7 delivery coordination during high-intensity phases, including escalations and incident communication.
  • Ensure deliverables meet operational excellence and launch-readiness requirements.

Cross-Organizational Leadership

  • Influence resourcing, prioritization, and scope across multiple VP orgs.
  • Manage senior leadership communication, providing clear, data-driven status, risks, and decisions.
  • Create repeatable processes and mechanisms to improve program velocity and predictability.

Operational Readiness & Launch

  • Ensure monitoring, runbooks, automation, dashboards, and escalation paths are in place for Day-0 launch.
  • Partner with NOC, Ops, and Engineering teams to ensure seamless handoff from build to operations.

Oracle Cloud Infrastructure (OCI) is scaling faster than any point in its history, launching next-generation commercial regions designed to support AI, mission-critical workloads, sovereign deployments, and high-density compute at global scale. The Network Region Build (NRB) organization is responsible for delivering the physical and logical network that powers each new region, from datacenter network fabrics to optical transport, backbone integration, network validations, automation readiness, and 24x7 delivery during build phases.

US: Hiring Range in USD from: $90,100 to $199,500 per annum. May be eligible for bonus and equity.

Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Key Responsibilities:

  • Drive complex projects while prioritizing deliverable execution, mitigating risks, managing escalations, and ensuring stakeholder requirements are satisfied. Drive execution for timely, on-scope delivery of user and developer facing features.
  • Work with multi-functional teams to establish and maintain roadmaps, setting appropriate expectations by managing competing priorities and influencing key partners.
  • Ensure product and service release quality is consistent with Oracle customer experience and operational excellence standards.
  • Ensure resource requirements needed to support a particular program are in place. Look around corners and effectively escalate and provide visibility where resource constraints and bottlenecks are anticipated.
  • Provide critical issue management, and make trade-off recommendations, while balancing the business and customer needs, along with technical constraints.
  • Identify core process gaps, improve them, and establish organizational procedures for optimized efficiency and productivity.
  • Provide ongoing written and verbal release status updates to senior leadership. Attention to detail is paramount.
  • Demonstrate flexibility and resilience in response to changing or ambiguous situations, advising changes through appropriate review and approval mechanisms. Provides mentorship to TPMs in program.

Minimum Qualifications:

· 8+ years of experience leading large-scale technical programs or infrastructure programs.

· Strong foundational understanding of networking, datacenter systems, cloud infrastructure, or large distributed systems.

· Proven ability to manage multiple complex workstreams and deliver results in ambiguous, fast-paced environments.

· Excellent communication skills tailored for engineers, operations teams, and executive stakeholders.

· Demonstrated experience influencing cross-functional partners without direct authority.

Preferred Qualifications:

· Experience in hyperscale cloud, telecom, backbone, or datacenter buildouts.

· Familiarity with network architecture (L2/L3 fabrics, optical transport, backbone engineering).

· Experience with automation frameworks, configuration management, or telemetry systems.

· Prior ownership of region launches, infrastructure expansions, or installation/deployment programs.

· Experience mentoring TPMs and establishing program management best practices.
