Oracle Government Defense & Intelligence has an exciting opportunity for an experienced Business Development Director to expand and deepen Oracle’s presence in the federal civilian market, with a specific focus on agencies such on DHS agencies including: CBP, I&A, FEMA, TSA, CISA, USCIS, and ICE. This critical role is designed to proactively shape demand, align pursuits to priority contract vehicles, and expand our pipeline for FY26 and beyond.

As the Federal Civilian Business Development Director, you will drive capture efforts 6–18 months before RFP release—mapping target programs, funding lines, and key decision-makers—while aligning Oracle’s secure, compliant solutions to the mission priorities of our federal customers. You will leverage your established relationships, teaming network, and domain expertise to drive early engagement and position Oracle as a trusted technology partner to civilian agencies.

Range and benefit information provided in this posting are specific to the stated locations only

US: Hiring Range in USD from: $126,600 to $207,300 per annum. May be eligible for equity. Eligible for commission with an estimated pay mix of 60/40 - 70/30.

Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.

Key Responsibilities

  • Identify, develop, track, and lead business opportunities targeting federal civilian agencies, focusing on early shaping and capture strategy for priority programs.
  • Cultivate strong relationships with key Contracting Officers, Program Managers, and decision-makers within DHS and related agencies.
  • Build and nurture effective teaming networks with major Systems Integrators, small-business partners, and prime contractors.
  • Deeply understand and address federal security, compliance, and data residency requirements relevant to civilian agency missions.
  • Align Oracle solutions to agency strategies, mission needs, and approved acquisition vehicles to maximize opportunity.
  • Map and track target programs, funding sources, and contract timelines to drive pipeline growth for upcoming fiscal years.
  • Lead integrated account planning and drive executive engagements.
  • Lead capture and proposal activities, including RFI, RFQ, and RFP responses, and create compelling, compliant proposal content.
  • Develop and execute marketing and sales strategies tailored to federal civilian customers.
  • Maintain high standards of customer service, professionalism, and responsiveness in all interactions—internal and external.
  • Collaborate with sales leadership to continually refine and execute effective business development and growth strategies.

Basic Qualifications

  • Bachelor’s degree required; advanced degree in a relevant field preferred.
  • 10+ years of successful federal business development experience, with demonstrated expertise supporting federal civilian agencies.
  • Established relationships with Contracting Officers and Program Managers in top federal civilian agencies.
  • Strong teaming network with Federal Systems Integrators and small-business partners.
  • Deep knowledge of federal security, compliance, and data residency mandates for civilian agencies.
  • Proven ability to shape and expand pipelines 6–18 months pre-RFP, mapping target programs and funding lines.
  • Demonstrated success in capture management, proposal development, and winning federal contracts.
  • Familiarity with federal acquisition vehicles (SAM.gov, GSA schedules/e-Buy) and proficiency in federal acquisition (FAR, SBA rules).
  • TS/SCI clearance eligibility required.
  • Exceptional communication, proposal writing, and executive engagement skills.
  • Highly collaborative, innovative, and proactive approach with a focus on strategic growth.
  • Proficiency in MS Office Suite (Word, Outlook, Excel, PowerPoint).
  • Ability to work in a fast-paced, deadline-driven environment with outstanding attention to detail and professional ethics.
