Job Description
We are building Streaming Media as a Service, a groundbreaking product that enables streaming providers to seamlessly shift their content workloads to Oracle Cloud Infrastructure (OCI). Delivering live sports, entertainment, and global-scale video requires solving complex technical problems across diverse engineering teams and organizations. We are looking for a Technical Program Manager (TPM) who thrives in this environment, driving clarity, alignment, and execution across cross-functional programs.
As a TPM, you will own delivery of large-scale initiatives that span playback, encoding, ad workflows, asset management, and content delivery. You’ll be at the center of coordination between software engineering, product leadership, and program management, helping teams navigate the complexity of interdependent media systems where friction in communication is common. Your role is to simplify the path forward, balance speed with quality, and ensure decisions are made with confidence in the face of ambiguity.
You will proactively surface risks and blockers, create visibility into program health, and shape solutions that keep programs on track. With a data-driven mindset and a bias for automation and AI-first approaches, you’ll scale your own impact and the productivity of the teams around you. This role requires deep ownership without direct authority, where influence, clarity, and collaboration are the primary tools to drive progress.
We are seeking a media generalist with specialization in one or more domains (encoding and asset management, playback workflows, ad workflows). Your experience in media gives you the ability to anticipate pitfalls, look around corners, and guide teams toward durable solutions.
Qualifications
- 6+ years of experience in technical program management or engineering leadership, ideally in the media or cloud space.
- Proven track record of managing technical programs spanning multiple teams and organizations.
- Strong understanding of media workflows (encoding, playback, ads, asset management).
- Demonstrated ability to navigate inter-team dependencies and friction points in system-to-system integrations.
- Skilled at balancing action and quality, with strong judgment under ambiguity.
- Exceptional communication and collaboration skills, across technical and non-technical roles.
- Data-driven mindset with experience using metrics to drive prioritization and advocacy.
- Passion for automation and AI-first approaches to productivity and scaling programs.
- BS in Computer Science, Engineering, or related field; MBA or advanced degree a plus.

- Drive large-scale, cross-team technical programs in streaming media, from definition through delivery.
- Partner with engineering, product, and program leadership to define program scope, priorities, and timelines.
- Anticipate blockers, manage dependencies, and proactively shape paths forward across organizations.
- Balance speed and quality by enabling data-driven decision making in ambiguous environments.
- Establish program metrics, reporting, and communication mechanisms to ensure visibility and alignment.
- Apply automation and AI-first practices to program management and team workflows.
- Influence without authority by building trust, creating clarity, and driving accountability across teams.
- Provide structure to complex workflows across encoding, playback, ads, and media management domains.

US: Hiring Range in USD from: $97,500 to $199,500 per annum. May be eligible for bonus and equity.
Oracle maintains broad salary ranges for its roles in order to account for variations in knowledge, skills, experience, market conditions and locations, as well as reflect Oracle’s differing products, industries and lines of business.
Candidates are typically placed into the range based on the preceding factors as well as internal peer equity.

8. Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
