Oracle’s Cloud Infrastructure team is building new Infrastructure-as-a-Service technologies that operate at high scale in a broadly distributed multi-tenant cloud environment. Our customers run their businesses on our cloud, and our mission is to provide them with best-in-class compute, storage, networking, database, security, and an ever-expanding set of foundational cloud-based services.

We are seeking an experienced Technical Program Manager to lead and coordinate complex technology programs across multiple teams. The ideal candidate will have a strong technical background combined with exceptional program management skills, driving projects from concept to delivery while collaborating with engineers, product managers, and stakeholders.

Minimum Qualifications

• BS in Computer Science, or any relevant technical field
• 5+ years of experience in technical program management, product management, or software engineering with a proven track record of managing large-scale, complex technical projects.
• Strong technical background with experience in software development, system architecture, or infrastructure. Ability to understand and discuss technical concepts with engineers.
• Expertise in project/program management methodologies and tools (e.g., Agile, Scrum, Kanban, JIRA, MS Project).
• Excellent verbal and written communication skills, with the ability to convey technical information clearly to both technical and non-technical stakeholders.

• Define program scope, objectives, milestones, and deliverables. Develop detailed project plans and schedules, track progress, and ensure on-time delivery of complex technical projects.
• Collaborate with engineering, product, design, operations, and other teams to ensure alignment and smooth execution across functions.
• Identify, analyze, and mitigate program risks and dependencies. Proactively address challenges and roadblocks to minimize impact on timelines.
• Act as the primary point of contact for program status, providing regular updates to stakeholders and leadership. Facilitate meetings, reviews, and status reporting.
• Understand technical architecture and design decisions to effectively communicate with engineers and influence technical trade-offs.
• Coordinate resource allocation and capacity planning to meet program demands and priorities.
• Build strong relationships with internal and external stakeholders to ensure expectations are managed and objectives are met.
