Qualifications

  • 3–5 years of experience in municipal underground construction or pipe installation
  • Demonstrated leadership experience (Lead Hand, Senior Crew Member, etc.)
  • Working knowledge of underground utilities, trenching, shoring, and safe work procedures
  • Ability to read and interpret drawings and municipal construction standards
  • Understanding of safety requirements including confined space, excavation, and traffic control
  • Previous experience as a Foreman overseeing municipal underground or civil construction crews
  • Certifications: Confined Space Entry, Trenching & Shoring, First Aid, WHMIS
  • DZ license or equipment operation experience (excavators, loaders, etc.)
  • Experience with field reporting tools or digital project management systems
  • Reliable transportation to various municipal job sites
  • Ability to work extended hours, nights, or weekends as projects require
  • Comfortable working outdoors in changing weather conditions
  • Physically capable of navigating active construction sites (walking, climbing, uneven terrain)
  • Strong communication and team leadership skills
  • A commitment to safety, quality, and collaboration
  • Ability to use mobile devices or tablets for daily reporting

Requirements

  • Lead and supervise municipal underground crews performing water, sanitary, and storm sewer installation
  • Interpret construction drawings, specifications, and municipal standards
  • Plan daily work activities and coordinate equipment, materials, and subcontractors
  • Promote and enforce all safety policies, ensuring a hazard free work environment
  • Conduct daily toolbox talks, hazard assessments, and equipment checks
  • Solve on site challenges and maintain productive workflow
  • Track daily progress, maintain accurate documentation, and communicate with project teams
  • Build, coach, and support the development of crew members

Day in the life

As a Municipal Underground / Pipe Foreman, you will be at the center of daily field operations, ensuring that each phase of pipe installation; from excavation to bedding, laying pipe, backfilling, and testing is executed safely and efficiently.

Each day brings variety. You may start the morning leading a safety meeting, reviewing the day’s plan, and ensuring the crew is equipped with the tools, materials, and information they need. On site, you'll work closely with operators, labourers, and subcontractors, guiding the sequence of work and troubleshooting challenges such as ground conditions, utility conflicts, or weather impacts.

You will monitor progress, enforce quality control, and communicate with project managers and inspectors to keep the project on track. Safety will always be your top priority as you promote and maintain a safety‑first culture for your crew and all site personnel.

Your leadership will be essential in developing the team, maintaining workflow, and ensuring that every pipe installation meets the high standards of Miller helping build the critical infrastructure that keeps our communities functioning.
