Project overview

Rail Baltica is a major infrastructure project connecting the Baltic states via a modern railway corridor. RBE, a public entity, is responsible for non-transverse works in Estonia. The Civil Works Alliance 2 Project covers 58 km of greenfield railway from Pärnu to the Latvia border (Ikla).

The Alliance is responsible for design and construction of the full railway package, including: embankments, superstructure, viaducts, railway bridges, road bridges, ecoducts, international stations, and local stops.

Technical challenges include:

  • Bogs, wetlands, soft soils, and environmental sensitive areas
  • Interfaces with already built packages
  • Coordination of utility rerouting
  • Obtaining and managing permit

The Senior Earthworks production manager will join the project Delivery team to lead the earthworks production, for estimation and pricing finalization and scheduling to Execution.

Role purpose:

The Earthworks Production Manager is responsible for leading the construction of a major section of works (TOARC) ranging from 10 to 50 km. They play a key leadership role in managing operations, optimizing resources and planning, and ensuring safety, quality, and performance on site.

Key responsibilities:

  • Lead and develop a team of 50 to 300 people, including engineers, supervisors, operators, and equipment teams — both internal and subcontracted.
  • Manage and coordinate 30 to 150 heavy machines and ensure optimal production efficiency.
  • Organize the logistics of the assigned section, ensuring smooth material flow and work sequencing.
  • Build and maintain strong relationships across the organisation and with suppliers and partners (quarries, aggregate providers, equipment rental companies, etc.).

Profile:

  • At least 10 years of technical expertise in large-scale earthworks / linear operations
  • Degree in Civil Engineering or equivalent
  • Leadership skills, and ability to drive performance in a fast-paced environment.
  • Experience of working collaboratively in a JV or an alliance is an advantage
